Frank served as the Executive Vice President and General Manager of Lockheed Martin’s famous advanced programs group, Skunk Works, and led Strategic Planning for the aeronautics company. Frank led the development on new program initiatives. Achievements include fielding the first operating survivable UAV, prototyping the first P-791 Hybrid Airship, and launching numerous innovations to existing programs, including F-35, F-16, F-22, and C-130. Frank also served as Vice President of the Joint Strike Fighter Program (JSF). Under his leadership, Lockheed Martin designed, developed, and won the JSF contract, the largest ever awarded, valued at $20 Billion. Frank joined the Skunk Works on the storied stealth F-117 Nighthawk.
